ANNUAL DETERMINATIONS
1.1 The annual general meeting of the association may resolve to vary the current annual determinations   (if any) for the following:-
1.2 Membership joining fees
1.3 Membership annual fees
1.4 Competition fees
1.5 Out of Hours entry fees
1.6 Out of Hours weigh-in stations
1.7 The maximum amount that the committee of management of the association (herein called the    committee) may expend on any purchase without prior general meeting approval.
1.8 The maximum amount that the competition secretary may expend on trophies for monthly    competitions.
1.9 The floats for : 1.9.1 Social Club
1.9.2 Food
1.9.3 Refreshments
1.9.4 Raffles
1.9.5 Petty Cash (Executive secretary)
1.9.6 Petty Cash (Executive  treasurer)

 COMPETITION SUB-COMMITTEE
2.1 The annual general meeting may elect a competition sub-committee who shall be responsible to the   committee for organising and conducting club fishing competitions and necessary records.
2.2 Each member of the competition sub-committee shall be subject to Club rules, hold office until the   conclusion of the annual general meeting following the date of the members’ election, but is eligible   for re-election.
2.3 Office Bearers
The members of the competition sub-committee shall be:-

2.3.2 Competition Assistant Secretary
2.3.3 Weigh master
2.3.4 Assistant Weigh master
2.4 DUTIES
Competition Secretary - shall be responsible for:-
2.4.1 The organisation and conduct of all fishing competitions
2.4.2 keeping the club print scores and club records
2.4.3 Forming a Protest Committee when required in accordance with  By-Law 7.16
2.4.4 The event secretary will notify the Bar Staff if a competition is cancelled.
2.5 Competition Assistant Secretary - shall be responsible for:-
2.5.1 Collating weigh-in sheets
2.5.2 The collection of safety tickets at all competitions and report any ticket not returned to the Senior Safety Officer.
2.5.3 Assisting the Competition Secretary on request
2.6 Weigh masters - shall be responsible for :-
2.6.1 Weighing all fish presented during competitions
2.6.2 Being conversant with Association By-Laws governing competitions and apply  the same,rigidly, without fear, favour or exception
2.6.3 Refusing to accept doubtful captures, carrying out fish lengths where deemed                  necessary  and report immediately to the Competition Secretary and undersized captures presented by competitors.
2.6.4 Being conversant with all current acceptable minimum lengths.
2.6.5 Assisting the Competition Secretary on request.

SOCIAL SUB-COMMITTEE
3.1 The annual general meeting may elect a social club sub-committee who shall be responsible to the   committee for organising such activities, from time to time, for the social enjoyment of the members   and their guests.
3.2 Each member of the social club sub-committee shall be subject to the club rules, hold office until the   conclusion of the annual general meeting following the date of the members’ election, but is eligible   for re-election.
3.3 Office Bearers: the members of the social club sub-committee shall be:-
3.3.1 Social Club President,Social Club Secretary/Treasurer & Four (4) Full Members


3.4 Duties
Social Club Secretary/Treasurer
3.4.1 Shall ensure the correct books and accounts are kept showing the financial affairs of the Social Club including full details of all receipts and expenditure connected with the activities of the Social Club.
3.4.2 Shall keep minutes of the names of members of the sub-committee present at a  sub-committee meeting and all proceedings at sub-committee meetings.
3.4.3 Shall have the minutes of each meeting signed by the chairperson of the meeting or by the chairperson of the succeeding meeting.
3.5 Reports
The social club sub-committee  will present an activity report and balance sheet to the Annual General   Meeting which report and balance sheet shall cover the preceding financial year.

COMMITTEE APPOINTMENTS
4.1 The Annual General Meeting may elect the five(5) ordinary members of the committee to the following   positions:-
4.1.1 Senior Safety Officer
4.1.2 Publicity Officer
4.1.3 Property Officer
4.1.4 Catering Officer
4.1.5 Fundraising Officer
Duties


4.2 Senior Safety Officer
4.2.1 Shall be responsible for the general competition safety.
4.2.2 The Secretary will make the final decision on competitions affected by strong wind warnings. The Secretary’s decision will be binding.(See By-Law 8-1.1.1)
4.2.3 Shall investigate any safety ticket not returned as reported by the competition                   assistant secretary.
4.2.4 Shall be the Association’s liaison officer with the Woolgoolga VRO on rescue or                   assistance required as a result of an unreturned safety ticket.
4.2.5 Shall determine whether of not to cancel a competition because of either bad weather or insufficient competitors which decision shall be final and binding.
4.2.6 Shall perform any other duties with respect to safety as directed by the  committee.

4.3 Publicity Officer
4.3.1 Shall have the responsibility of issuing bulletins and promotional data to the  media.
4.3.2 Shall aim to secure satisfactory publicity for all Association competitions and                    functions to seek to further promote the Association.
4.3.3 Shall carry out any specific duties as with respect to publicity and promotion as                  directed by the committee.

4.4 Property Officer
4.4.1 Shall maintain a register of all the Association’s property.
4.4.2 Shall be responsible for the arrangement of storage and maintenance of all the                               Association’s property.
4.4.3 Shall perform any other duty with respect to the Association’s property as directed by the committee.

4.5 Catering Officer
4.5.1 Shall be responsible for the supervision, provision and selling of all catering                   requirements for competitions held by the Association.
4.5.2 Shall be responsible for maintaining a roster of available persons to staff the canteen on competition days.
4.5.3 Shall perform any other duty with respect to catering as directed by the committee.
4.5.4 Funds for the operation of the canteen shall be by means of a float
4.5.5 The catering officer will maintain such records as are necessary to record the financial transactions of the canteen and shall deposit and account for with the treasurer all moneys over and above the floats as soon as practicable after a competition or function.

4.6 Fundraising Officer
4.6.1 Shall be responsible for organising all fund raising  ventures conducted by the Association.
4.6.2 Shall be responsible for maintaining a roster of available persons to conduct the Friday night raffle.
4.6.3 Shall be responsible for the purchase of prizes for the Friday night raffle and arrange their delivery in time for the raffle.
4.6.4 Shall keep records of all receipts and expenditure.
4.6.5 Shall perform any other duty with respect to fund-raising as directed by the committee and shall hand all moneys received to the treasurer as soon as possible after receipt.
5.1 Refreshments
Refreshments will be the responsibility of the Coffs Harbour Ex-Services club.

6.1 COMPETITION SAFETY OFFICERS
No competition will commence without the nomination and attendance of two(2) safety officers  to be elected from a roster system (See By-Law 4.2) for each competition.
6.2 The safety officers shall:-
6.2.1 If the competition is cancelled, make a radio call to all boats at sea, by 7.00am
6-2.2 Use best endeavours to ensure all boat captains read and sign indemnification form before going to sea in a competition.

7-1 COMPETITION GENERAL RULES
The association shall conduct and promote deep sea, beach, rock and estuary fishing competitions at and near Woolgoolga and promote good fellowship between all fisher persons.
7-2
Professional fisher persons may compete in an association competition provided amateur fishing gear is used.
7-3
All fish landed in association competitions to be caught by normal hand line or rod methods and must comply with the State Fisheries directives.
7-4
The gaffing, gilling or netting of fish is to be the only assistance permissible to a competitor in landing a fish.
7-4.1
In the case of juniors, ladies, and veterans, further assistance may be given if in the opinion of the boat captain, or other person present, a fair effort has been expended in attempting to land a fish
7-4.2
Fish landed with assistance will remain the catch of the person who hooked it.
7-5
Fish caught by trolling or spinning are eligible.
7-6
Fish are not to be cleaned, or any boat litter left, on any beach.
7-7
Non full-members, except honorary and life , are permitted to participate in one competition annually, only and cannot enter the Lucky Fish draw.
7-8
Only one fish of each species will be able to be weighed in, by each fisherperson, at any one competition, whether it be B&R or Deep Sea.





7-8 Competition Hours

7-8.1 Competition hours will be:
(a) Deep Sea: 5.00 a.m. to 1.00 p.m. Sunday .
(b) Beach Rock & Estuary : 6.00am Saturday to 1.00 p.m. Sunday
7-8.2 Competition Sign-on times will be:
(a) Deep Sea: Sign-on by  radio or phone (0266541785) with the Woolgoolga VSR at any time between 5.00am and 7.00am. The names of all people onboard are to be relayed to the VSR at this time.Boats are not to launch before  5.00am
(b) Beach, Rock & Estuary: 12 noon to 1.00 p.m. Saturday, by telephone with the Events Secretary.

7-8.3
All times shown in these By-Laws are subject to change by a General Meeting. A months warning is to be given prior to the change being introduced. N.B. By-Law 7-10.
7-9. Competition Safety Tickets
All competitors and fish to weighed in MUST be in the weigh-in area by 1.00 p.m. or the competitor/s will be disqualified and ineligible to fish the following competition. The only exception to this rule will be if the conditions of By - Law 8-6 exist.

7-10 Competition Dates
The executive committee may change the date of the monthly competition provided that: (a) twenty-eight days (28) notice is given, and
(b) the change is published in the local newspaper, and
(c) the change is not inconsistent with By-Law 8-1.1

7-11 Protests
All protests are to be lodged with the event secretary on the day of the alleged occurrence.
7-12 Protest Committee
7-12.1
The protest committee will be formed as and when required by the Event Secretary ( By-Law 2-4.3)
7-12.2
The protest  committee will consist of the Event Secretary and any two (2)  impartial members of the committee.
7-12.3
Any decision reached by the protest committee shall be final and binding on all parties involved.
7-12.4
All protests are to be resolved as soon as possible but no later than the next General Meeting following the date of the protest.




8-1 COMPETITION RULES - DEEP SEA.
8-1.1
The monthly outing is to be held on the second Sunday of the month,with boats not leaving the beaches prior to  5.00 a.m.  In the event of a postponement due to weather or insufficient starters, the competition is to be abandoned.
8-1.1.1
In the event of a “strong wind warning” being posted by the Bureau of Meteorology, the Deep Sea competition will be cancelled. This will be enforced by the Secretary. Information on warnings can be found online at this address http://www.bom.gov.au/nsw/forecasts/coffscoast
8-1.2
Cancellation of competitions is to be made by 7.00 a.m.
8-2
Entry  fees to be set by the Annual General meeting each year.
8-3
Minimum number of four (4) boats ,must put to sea, to constitute a competition.
8-4
All competitions conducted by the Club to leave and return at Arrawarra, Woolgoolga or Sandy Beach.
8-5
All crew shall be subject to the Captain's decision on all matters relating to fishing, weather and time of return.
8-6
All competitions to finish on time. If broken down, firstly try radio contact or phone, with Woolgoolga  Sea Rescue , Coffs Harbour Coastal Patrol, W.D.S.F.C (VH2KTN) or any boat in the area. If no contact is possible, a flare to be lit during the hours of the competition, also a flare to be lit during the half hour after the finishing time. If a boat is in tow by another competitor, both boats are eligible for the weigh-in.
8-7
One selected fish to take one prize only, but may be included in the largest catch and the heaviest fish of the day.
8-7a
Groper may be caught Deep Sea but only 1 can be weighed in either in the Deep Sea comp. or the B&R comp by each fisher person
8-7b
Only one fish of each species will be able to be weighed in, by each fisherperson, at any one competition, whether it be B&R or Deep Sea.
8-8
All fish to be weighed in whole but gutted and free from all foreign matter
8-9
The biggest catch will be the total weight of one of each species caught by each crew  member , divided by the number of crew members.
8-10
All fish weighed in must comply with the current NSW Fisheries list (See safety ticket).
8-11
Any fish presented for weigh-in and found under legal length will mean disqualification of the whole catch.
8-12
Any fish caught out of hours, attaining a greater weight than already recorded for that particular species is eligible for out-of-hours record. Entry Fees set by the A.G.M., weigh in at nominated weigh-in station on the appropriate form. Fish to be weighed in whole. Trophy to be awarded on Presentation Night.


9-1 COMPETITION RULES -  BEACH, ROCK & ESTUARY
9-1.1
The monthly outing to be held on the second weekend of the month. In the event of postponement due to weather or insufficient starters, the competition is to be held on the following Saturday/Sunday and failing that, abandoned. In this event a social lunch will be held on that second Sunday.
9-1.2
Cancellation of the competition to be decided by 5.30 p.m. Saturday.
If the weather forecast on the Saturday is for “Large Swell and Dangerous Beach Conditions” then the Safety Officer will cancel the competition.
If the conditions change after the competition goes ahead then the fishers are to be safety aware and monitor updates throughout the comp. Information on warnings can be found online at this address http://www.bom.gov.au/nsw/forecasts/coffscoast

9-2
A minimum number of eight (8) competitors is needed to constitute a competition.

9-3
One selected fish to take one prize only, but may be the heaviest fish of the day.
9-3.1
Only one fish of each species will be able to be weighed in, by each fisherperson, at any one competition, whether it be B&R or Deep Sea.

9-4
All fish must be weighed in whole but gutted and free of foreign matter.

9-5
Any fish presented for weigh-in and found to be under legal length will mean disqualification of the whole catch.
9-6
All fish weighed in must comply with the NSW Fisheries list. (See safety ticket.)

10-1
SAFETY is the responsibility of each and every fisher person. Each person is to abide by the M.S.B. regulations

Stingrays, Black Trevally,  Pike, Eels, Wirra Cod (Boot), Yellowtail , Catfish, Sgt. Baker, Cockatoo Fish, Red Rock Cod, Kelp Fish  Mado, Frog Fish and any other bait fish as defined by the weigh master.

NOTE:
Only one fish per allowable species to be presented to the weigh master for each competitor for point scoring.

12-1.2
Each species weighed in will attract a basic one (1) point per species. Extra points will be allocated for                                 variety over three(3) as follows:
(a) Four (4) .......................... one (1) extra point
(b) Five (5) ........................... two (2) extra points
(c) Six (6).............................. three (3) extra points and so on.


12-1.3
Points may be awarded to members who are unable to fish because of :-
(a) Organising, setting up or any other duties required for a special competition or,
(b) Involved in a rescue during competition hours.
These points will be a average of the member’s previous three (3) outings, provided that the occurrence is reported and justified to the Event Secretary.

12-1.4
These point score systems may be revised at the discretion of the competition sub-committee and members will be notified of any alterations.





SIGN-ON SHEET INDEMNIFICATION DEEP SEA AND BEACH,ROCK & ESTUARY

In consideration of the Woolgoolga Deep Sea Fishing Club Inc. ( ‘the Association’) accepting our entry in this outing of the competition we, the undersigned, for and on behalf of ourselves and our crew (whose authority we have to enter into and give to the Association the within contained indemnity) hereby covenant with the Association that we enter the competition at our risk in all things and respects and that we release to the full extent permitted by the law the Association , its agents, contractors and servants from all claims and demands of every kind resulting from any accident, damage or injury to persons or property occurring during or incidental to this competition  not withstanding that such action , damage or injury may have resulted from any act , default, neglect or omission of the Association, its agents, contractors and /or servants and we covenant that we shall indemnify and keep indemnified the Association from and against and compensate the Association for all claims, demands, writs, summons, actions, suits, proceedings, judgements, orders, decrees, damages, costs, losses and expenses of any nature whatsoever which the Association may suffer or incur in connection with loss of life, personal injury and/or damage to property arising from or out of any occurrence during or incidental to this competition not withstanding any act, default, neglect or omission of the Association, its agents, contractors or servants.
We further warrant to the Association that we have complied with all Maritime Service Board of New South Wales regulations and other regulations, ordinances and acts from time to time in force in relation to boat and /or water safety.
